Pros:
Very basically, the concept of this theme package is to change the default look of Windows to something better while maintaining many of the standard features. In other words, the package includes most of the parts you would expect in a theme from various Microsoft type theme settings mixed with a new 800x600 bitmap wallpaper image.

Cons:
Unfortunately, the wallpaper is the only thing that's unique about this package. The code is even set to show the image centered instead of stretched out on the desktop, which means the wallpaper will not display at full screen for any size other than 800x600 pixel desktops. Web view images and system logo screens are referenced in the main theme (*.theme) file code but they are not included in this theme package. As previously mentioned most of the cursors and icons are the standard type or taken from other Microsoft PLUS! theme packs. Screen saver not included.

Overall:
Originality or inventiveness is the missing key here. If we're going to "change" the look of Windows, we need to do a little more changing.
